Peterhead will be without goalkeeper Paul Jarvie due to work commitments and on-loan Dundee United stopper Marc McCallum comes in as his replacement.
Striker David Ross continues to be absent with his broken collarbone.
Manager Jim McInally is keen for his side to build on last weekend's success over Queens Park.
"The win last week took a long time to come and people were getting unsettled," McInally said. "As Queens Park showed in midweek against Dundee they are a good side, so I am delighted with the three points from Rory McAllister's late penalty.
"If we can get another win by defeating Montrose our players will hopefully start believing in themselves a bit more."
Montrose head to Peterhead with a new-look side following the arrival of defender Phil McGuire from Lochee Juniors and Ricky McIntosh's loan move from St Mirren.
Following the club's 3-0 League Cup defeat at Dunfermline in midweek, cup tied duo David Crawford and Leighton McIntosh are also available.
However, Jamie Winter and Paul Watson are ruled out through injury while Jonathan Crawford is a doubt.
Boss Stuart Garden said: "Although we did well at times to contain Dunfermline I was disappointed with the goals we lost. If we defend like that again against Peterhead we will be penalised.
"If we defend well then we have players in our squad that can hurt teams, so it is in our own hands."
